There is no official appeal, refund-to-bank, or wallet-to-PayPal process. Support requests for cashout are denied automatically.
The skin conversion workaround
- 1. Use Steam Wallet money to buy CS2 skins on the Steam Community Market. Aim for items with the smallest spread between Steam price and P2P market price — typically popular rifle skins.
- 2. Wait out Steam's 7-day trade hold on newly purchased market items.
- 3. List those skins on a P2P marketplace like LIS-Skins.
- 4. When they sell, withdraw the proceeds to PayPal, crypto, or your bank card.
Conversion efficiency
You will lose some value in the process: Steam takes ~13% on the Market purchase fee, and the P2P sale takes a small commission too. Net conversion is typically 70-80% of your Steam Wallet value into real currency.
